AMD have released an emulation environment for developers to start creating OpenGL ES 2.0 applications using the PC, before their supporting hardware in the handheld space starts to ship.

From the emulator's page on ati.amd.com/developer:

"AMD’s OpenGL ES 2.0 Emulator is designed to emulate functionality that will be exposed by future mobile AMD hardware. The purpose of this emulator is to aid developers in their design of OpenGL ES 2.0 games and applications. The emulator allows developers to get a head start designing their graphics code before hardware supporting OpenGL ES 2.0 is available, and even after this hardware becomes available developing on a PC is often advantageous due to superior developer and debugging tools."

Currently the emulator only runs on Windows XP, and it requires SM2.0 hardware as a minimum for acceleration. It supports EGL 1.3, requires Visual Studio 2005 to be installed and AMD recommend the latest Catalyst driver release for best results. They haven't tested on the competitor's hardware yet.

The emulator's page has all the details.
